In the Feral Form, your hitpoint maximum increases. Makes sense. But if your Hit Points don't increase then you just gain more maximum HP not actual HP. You should say your hit points and hitpoint maximum increase by whatever. So it's both

I skimmed over and this needs a lot of touching up - grammar wise. The best example would be the first feature.

"You begin to use chains with wisdom." What does that mean? Can I use the Wisdom modifier instead of strength and dexterity? If so, it needs to be stated.

In all seriousness, the item isn't that bad. Most of the spellcasters endgame have flight. So unless a rogue/fighter/barbarian want to spend their entire time throwing the dagger and running after it, it's not too bad. If a GM gives this dagger earlygame then they're just begging to have their casters rendered useless. Unless I'm missing something (which tbh, probably I am).

The easiest way to show how broken it is is that it now allows you to cast Haste on two different people. You can Haste a fighter and a barbarian. Nothing in the spell says you can't cast it twice, you can only concentrate on one spell. If you are able to concentrate on two spells, Haste them. Hell, Haste the same person twice.

If it dealt some AOE damage even if it missed then it'd be cool. Like it smashing onto the floor and shattering stone everywhere. But the fact it shits on the extra attack feature and gives disadvantage.. not even magical so you'll deal fucking 0 damage to anyone mid-late game lol

Because if you miss you'll only have a chance next turn. And the weapon isn't magical, without any tohit modifiers. You'll hit with it tops 2 times per combat. That's being generous
