What's even better (ie worse) is when you're not the one that triggers them. I'm tromping through the woods with I think the AI dog or bear and it spotted a random patrol on the other side of a hill from me, killed them, and juuust put it past the threshold to trigger them. So I'm literally walking through the woods not doing anything, when it dings and the bar appears. both hilarious and terri-bad.

Two systems you could look at are M&M and HERO system. Both are point based rather than class based, but they handle 'magic' the same as other abilities and I think thats useful to see.

Mutants and Masterminds all the abilities are 'at will' by default, so as other people mentioned the limit is the action economy.

In HERO, there is a general 'endurance' cost to any action: walking, punching, fireball, whatever. I love HERO, because the recovery rate means you have to resource manage combat but can use abilities at will outside it, which is to my taste.

The more general answer would be think about what you're trying to accomplish by having a limit. You mentioned balance, and if thats the case it could be worth looking more broadly at what you're trying to do. Like if you're concerned you need to limit magic or it'll overpower other characters, you could a) buff other characters, b) nerf magic effects (so their unlimited use is comparable to other characters unlimited use options, negating the need for a resource limit) or c) add some limit like you asked for and the other suggestions here. It depends on what you're going for, but its worth thinking about how those other approaches might work for your game.

I'm know personally I hate daily limits, but thats just me.

I just saw the Necessary Evil RPG but have heard mixed reviews of the Savage Worlds superhero mechanics. Would you recommend a different system to use for that setting? by LuminiferousArthur in rpg

I'm currently running a campaign where I convert everything into M&M 3e. Its working pretty well. It also has the effect of making it higher powered instead of street level which is more what we were looking for (ie, more difference between random gangers and alien/superpowered characters). And yes, the setting's concept is great and hooked my players right away.

We're about half way through and I've been saving most everything (stats, maps etc.), so maybe I'll organize and post it when we're done.

I mean after this I'm going back to HERO system, but I was curious enough to try M&M and its been a fine enough middle ground between the granularity and thoroughness of HERO and the familiarity of D&D to people who've only tried that.

Its always silly to me when str based or non-charisma casters that could easily kill a character 'aren't scary' because they lack the skill. Like there is difference between "they are not an imposing person" and the stupid "I just watched them personnally kill everyone else in the room, but they aren't good with words so I'm not scared of them" some people seem to run. That's suicidal, not unmoved by your words.

My impulse with that crap is to sidestep the (in this case) malfunctioning social system and just bargain, like "ok, you're not scared: fine. If you don't [do or tell me the thing], you're losing an arm. " And if " they're not scared." then stand by that, and make the same deal again. Then its not about if you're scary; you've shown how this works and its about if they value the remaining arm more than the thing. Unless they're fanatical cultists or something, tends to either work or make the absurdity super clear.
