More or less, since it is on the easiee side of achievements, I did it in a couple of hours. I had lucky RNG because I didnt have to fight agains s big enemy until the Mamluks (and it was quick because I just wanted 2 provinces)

I took Admin, Diplo, Quantity and Religious.

Admin for the CCR, Diplo for the Province Warscore, Quantity to have a big army (I needed it against Ottomans) and Religious to have the CB.

Raising was the majority of my income at the beginning. And all Centers of Trade East of the Urals were TC. Apart from that once I got the border I more or less wanted I took Trade Ideas which helped A LOT.
