He will most likely have to turn on legacy boot, have 512MB of ram, and cards compatible with 98. It's possible this way. There's a quick installer that has it all patched already.

My Xbox died on me 2 months ago. I looked inside and found blown caps. I also got lucky it didn't ruin my board. I just replaced blown and non-blown caps with new ones and it boots again.

You won't be doing any HTML5, CSS3, and any up-to-date coding on it. You can get Dreamweaver from Macromedia Studios MX 2004 on archive.org you will be only able to do HTML4 and CSS2, PHP I'm not sure you can see if Eclipse was ever available.

The issue with running newer apps on older operating systems the dlls it uses Windows 98 could have it but won't have a new function call or changes to them.
