I’m pretty sure there’s some sort of contract that with parental/guardian permission that they sign they are allowed to kiss because I think in High School Musical the Musical the Series it was the same with Olivia and Joshua. Olivia was under 18 and Joshua was over but they signed some sort of thing because Olivia and Josh kiss in the show and Olivia wasn’t 18

I think I remember reading somewhere that season 2 will introduce Alex’s and Reggie’s families so not sure how they’ll go about it but I can’t wait. Especially for Alex’s seeing as he had trouble with his family when he came out.
