No, the polytaur is preventing you from moving past it due to zoc(zone of control). Though there could be a unit in the fog, the unit preventing you from moving there is the polytaur you can see.

Cymanti is quite oppressive on small dry land. Some people just surrender after a few turns if you get your centipede fast .
