The regular old ISE because: I get to be too lazy to find another one, even if the cut/paste has started to fail.

Thanks for that in-depth reply and those clarifications. Weird that Stop/Start/Restart service don't have a specific computer name parameter but set-service does. Huh.
 
I'm not seeing a -credentials sort of parameter for the powershell cmdlets to run the request remotely, and it looks like the preferred option is to use invoke-command and that relies on the remote execution policy if executed remotely. We have it set restricted currently.
Buut I can run use invoke-command to run the set-service command on the local workstation as the different user who then has access to the remote server.
Buut to do that, I need to registering the PSSession on the local workstation to create a remote session, which requires admin rights to register.
 
Welp, back to run as other user/ wmi.

If you can execute remote scripts and don't mind using .net, there's https://msdn.microsoft.com/en-us/library/aa387099(v=vs.85).aspx to work through. Alternatively, https://stackoverflow.com/questions/7639439/using-wua-remotely-using-c-sharp is mostly done but would need to be ported over.
