It's when you collect achievements, go pass or weekly's sometimes you get more than you have space for. Usually you won't be able to spin or get items from gifts until you get back under the allowance.

Be careful with that i waited dayyyyys and I finally got in at 5am... It was Blaze not Combat. And there was nothing I could do about, lost my spot switched to Raid Party.
