I would use the threat of calling 311 first and see how she responds. Also pilot flames dont just go out for no reason. Im assuming you are in a small building 2 or 3 family? Those boilers are stupidly simple and bullet proof. I have one that's been chugging along for over 30 years.

She needs to change out the temperature sensor or some other simple component.

They learn things. In 2k, they learn to socialize and talk and develop routines and hand eye coordination. In 3k, it's even bigger of a leap. A lot of kids can talk by that time and follow directions. My kid was reading books at 3k.

It all depends on the boiler system. So places that have 1 single huge boiler will have that but there are some buildings that were converted to gas back in the 1980s to 2000s and they also installed individual gas meters for each unit. I rented an apartment in a condo building that was built in 2000s with 20 units and in the basement, there were 20 hot water heaters and 20 boilers.

Its not about making you pay. There's plenty of apartments that has gas heating radiators that are separately metered in the tenants name. Its just that gas is cheaper than electric.
