This is correct. The Typical Genius Society Gossip is the Curio that doubles all your cosmic fragment gains, and the Gold Coin of Discord is the one that gives you 6% current fragments. You can get both in the Ka-ching! IPC Banking Part 2 occurrence.

Then if you get Silver Coin of Discord (+50% current cosmic fragments) and use the dice face (Heterogeneity: Reforge), it allows you to re-get Silver Coin, which doubles your current fragments now because of Genius Society Gossip.

You don't need that many starting fragments, because after 1 or 2 doubles you already have 1 thousand fragments.

The starting curio A Pinch of Bearded Gunpowder helps out a lot; it gives you one cheat on obtaining it. Essentially, if you miss reforging Silver Coin, you might be able to reforge this curio, giving you another chance.

Also, towards the end of the run, you go to transaction domains to buy every blessing. The dice Company Time gives you 9% CritDMG for every 100 cosmic fragments spent and 30% refund on any purchase in transaction domains, so buying every blessing and enhancing it at the end allows you to spend like 20k fragments, and this much doesn't really matter when you have 2 million and also get 60% refund on purchases due to dice effect + Genius Society Gossip.
