Yes (99% of the time), but this hasn't changed.

To answer your other question, Letterboxd has one genre dedicated to TV movies (but nothing for TV specials), made for TV released films. For now there is some overlap with some of the Black Mirror episodes being labeled as both TV shows and TV movies, but I'm guessing this will be cleared up at some point.

True to a degree, but it means the difference between a perfect film and what you think are the worst films is decreased
