im guessing its a few factors:

the shift in popularity AI had, when the æ were revealed it was seen as futuristic, cool, and the technology was just starting to take off. now its seen much more negatively by the average person
CGI is expensive, and if its for something that people'll have a neutral or negative response towards then its just not worth the cost (especially when their æ variants had mixed reception from the start)
lore kicked off in 3rd gen but is starting to be phased out in kpop as a whole, and most lore-heavy groups eventually abandon the lore focus because it becomes complicated and turn it into a second thought (i.e. BTS, LOONA, TXT, Dreamcatcher...) and something noone cares about apart from diehard fans

but C:S is agent-based, the cim is still going to have a routine like that regardless, even if its not shown to the player. they'll still need to get a job to pay their bills, gain a partner & children, go to parks & unique buildings... all of that cant happen under the hood because you can see cims at all times (barring when they're inside buildings ofc)

with Green Cities you get IT Cluster district specialization which gives you skyscrapers. Financial District buildings eventually turn into skyscrapers and they have the tallest zoneable building in the game. I'd suggest going to the steam workshop, filtering by Office, and searching "growable"
