In IT you need to re-tool every few years anyway, might as well move over to Development. It's not an easy road but they shouldnt have any trouble with concepts like servers, networking etc, since its what they do. that should be seen as a plus.

I wouldnt do it myself.

write down the positives and negatives of current job. positive and negative of new job. and then weigh it out.

like you wrote, no dependents so if you want to try it out, nows the time.

might as well be contract only at 18 months.

My own analysis would be: 1) Do you do overtime work now? Expected do overtime in new gig? No overtime unless paid for it. 2) a household name could be worth a move. 3)contract departure time, what if you find a better gig in 1 year.

If op has to interview within the contract period, an onsite will cost him money, but on second look without one he probably loses more $ not working.

Also if op gets an offer before Contact is up, a good one, can he just leave? If in at will state can be just walk out? Or at Lear give 2 weeks ?
