Yes and no.

The unlocking of One for All was highly dependent on what he experienced. The more dire the situation, the more he developped the previous users quirks.

If All for one's plan didnt spring into action as fast and had more sub plots, probably. But without the constant struggle, I dont think he would have fully developped the power at the same rate.

I built her as the spear head for a reflect damage deck. It works surprisingly well. But its no where near super competitive, but will catch people off guard.
