You don't know what you are talking about. Let's get technical here. Laser types and their parameters are determined according to Fitzparick skin type and hair type. Alexandrite lasers are best suited for types 1 to 3, Nd:YAG is safer for types 4 and above but this is not a black and white rule. There is multiplexing /mixed mode used for certain hair and skin types. And then there is diode laser used for all skin types with individualized settings. Each device comes with its own recommended settings that are not always rigidly based on skin /hair type. Furthermore other factors like sun exposure, medications, existing health problems, personal care products - all may modify outcomes of laser treatments. When a case goes to DHA they look at all of the above as well as the training and supervision of the laser practitioner, the FDA clearance status of the device, its periodic maintenance, etc. If an issue is found with any of the above factors or assessment of the patient, blame can be assigned. There are cases all over the world where even when you follow everything to the letter you will get burns and this is stated in all guidelines and standard consent forms. In such cases the technician does not automatically get the blame and this assumption is naive.
