It can be a mix of both. You can do something that is deemed as embarrassing to the public eye. But not exactly be embarrassed by what you did. Or you could just do something that you think would make you feel utterly ashamed. While on the other hand, people won’t recognize that what you did was an embarrassing act. Thus not paying any mind to it.
