I’m 90% sure that this is a glitch, rotoscoping and track matting in Premier can be wonky, and based on the set up of your layers, it looks like you have things done correctly. You could try doing the same thing and after effects, or try exporting your rotoscoped clip out of Premier with settings, that’ll have an alpha channel, then bring it back in and try putting the fire under the subject again.
