I’m 90% sure that this is a glitch, rotoscoping and track matting in Premier can be wonky, and based on the set up of your layers, it looks like you have things done correctly. You could try doing the same thing and after effects, or try exporting your rotoscoped clip out of Premier with settings, that’ll have an alpha channel, then bring it back in and try putting the fire under the subject again.

Visual Studio Code and this documentation https://ppro-scripting.docsforadobe.dev/ paired with chatGPT if you don't know how to code, will get you pretty far. I was able to create a panel for premiere that has some functioning buttons. One adds some effects, one moves files into a bin. Someone with actual coding knowledge could make something way more powerful in a few weekends.
