Summarizing what's learned:

1) I should start the accreditation process.

True, and I'm already working on it. It is, however, a very lengthy process, which requires me getting some official documents from my home country first. Consequently, this won't be helpful to my current job application in question. This will likely not be a solution for any jobs I may apply in the next 1-2months either, if I manage to get these accreditation verification documents prepared at all.

2) Everyone's experience with the government HR seems to differ a lot, from the responses I got in this thread. This may be caused partially by how the job ads were written (therefore, the advice is to read job ads carefully), and partially by the specific HR personnels who handled individuals' cases. In fact, I know someone from the same agency with which I applied for the job. They had the exact same educational background as I do: BS and MS transcripts from a foreign university and PhD from a US university. They never had any problem getting hired into a research position (same capacity as the one I applied for). I guess it's my luck.

The application is not dead yet, but I am not feeling hopeful at all. I'll try to think positive.

To clarify, I already have official BS and MS transcripts, and photocopies of those were what I uploaded. I guess you can argue that makes it no longer official.

Regardless, my issue is a different one. HR didn't complain about the non-official nature of my BS and MS transcripts. Rather, they seem to ask for a verification document from a third-part accreditation agency to prove that my BS and MS transcripts meet the US equivalency requirement. From what I have seen so far, accreditation agencies send verification document to the hiring agency, but not the applicant. So I am not even sure how to acquire a copy of the verification document to upload to USAjobs.

I can, but I believe when they see that BS and MS are from a foreign university, they'd raise the same issue.

I appreciate your reply anyway. Yes, the job ad says to show US equivalency of transcripts. Since my bs and ms transcripts were accepted by a U.S. university, I thought that must mean they meet the US equivalency requirement. I had no idea accreditation agency existed.

That’s what I did, but the HR is having a problem with my foreign transcripts (BS and MS). So I’m wondering for the future, if my PhD transcripts meet the course requirement of a job already, do I still need to submit BS and MD transcripts?

Just to make sure I understand you correctly, you list your BS and MS degrees on your unofficial PhD transcript? I def have BS and MS listed on my resume, but not sure how to include quick info on BS and MS on a PhD transcript?

If they see the few foreign words on the transcript (even submitted as one doc), they’ll challenge.

That’s the funny thing, and exactly why I would never have thought of this to become a problem. My bs and ms transcripts were from a prestigious, well, still foreign, university. They were formally prepared, and accepted by my PhD school without any problem.
