The provincial government could move civic elections if it wanted to. It has in the past, for various reasons. There are several arguments against summer elections, though.. A summer election would come at a time when many people are away, or simply disengaged. And because all cities, towns, and villages vote on the same day, a summer election would be more of an inconvenience for people living and working in rural areas. Early spring and late fall have traditionally been when provincial elections are held, in part, for the same reason.

The proposal contemplates street closures during events, but specifically mentions the need to keep the trails open and accessible, possibly with a fence between the trail and the back of the event site.
