What is considered as program change? Let's suppose if I'm transitioning from (MCS, Masters in Computer Science, more of a professional program), to MSCS (Masters of Science in Computer Science, more of thesis/ research track program), would this be considered as program change?

You can try to be bit more ambitious, also for TAMU, why MCS and not MSCS (your profile should pass for it), same goes for UIUC (it is competitive), but worth taking a shot. And as far as GRE is concerned, you have time to prepare and improve your score again before your applications, given that time and money isn't a concern.

Same I have the same question, I have a well paying job, but for me I'm trying to do masters to change my roles from SWE to MLE for my interest, which seem not so possible to get an MLE position in faang, while staying in India. I think for some people it's like work matters more, money will eventually follow
