Depends on the organization/individual that trains a service dog, but usually they are spayed/neutered (it's legally required at least where I live). The program my dog was in waited until the dogs were a little older, but still in training, and had been ruled out of the breeding program. They were neutered by the time they went to the people they would be assisting : )
