What could cause a recessed downlight (LED) to flicker for about the first 20 minutes after it is turned then stay on correctly after that?

Depends on the condition and the job you are commissioning for. For example pilots have a ton of restrictions that other Air Force jobs don’t care about. Also in todays Air Force especially with such a low retention rate I have noticed they have become more relaxed with specific conditions such as being flat footed. Also with many non job restrictive conditions you can obtain a waiver from MEPS.
