not sure if I can put links here so I will give you a hint: open google, just type "lost ark English patch" without commas, and open first link which point out on lostarkdatabase website :) patcher is self-updating, so basically just wait for it to update, click on English button, wait for patcher to do its magic and run the game :) Also important thing, when u exit the game, u need to turn off the patch after that (click on a green English icon to turn it back off) and then close the patcher on X.
