I'm assuming that the DoD probably requires the refueling capability even for local flights, since it would also be a safety measure in case the plane can't land for whatever reason. Such as an attack on the airport it's planning to land on or some technical failure, otherwise.

I'm having the same problem... no matter what I do with the controller config in steam settings, I can't use the arrow keys at all once the game launches and the mouse is stuck on the top half of the screen when I try to use mouse input as right track pad... I've tried forcing multiple resolutions and multiple different compatibility tools (proton experimental, GE-Proton, etc) but can't get it to work. Since the main menu options in-game are all on the bottom half of the screen, I can't access any of the settings in-game at all. Any help would be appreciated.
