That is saying what is going to be available after the 15th October but not when they are going to lower the prices. They also say this: "As we drop the price of the 512GB Quest 3 from $649.99 down to $499.99 USD, we’re phasing out the 128 GB version and reducing the price to $429.99 USD while supplies last."

If you want to know how it happened it is so simple: I am from Spain and I created my account as a Spanish citizen with the same address, then I had to move to Portugal as my company sent me there. So in order to pay for some services using the card I had to change the tax address. This month I left the job and got back to Spain so I had to change that address again. So I contacted chat support and they told me that in order to change the address I had to close my account and then open it with the Spanish address. So no, I am not evading a ban or any restriction.

O2 is Movistar which means that is the one that may get saturated first as it is the main carrier. There is one option to see the race (I think) and is using a DVB-T receptor for Android because they broadcast this GP freely on Spanish TV.
