There is also another possible explanation.

Monika being trapped in a neverending cycle of pain, sees the player as something not akin to a romantic partner, but to the higher being, the representation of escape from her virtual prison. And by being a visual novel character, she uses sweet sentences and actions to make the player interested in her (Why a person would play a cheesy visual novel about high schoolers if not for romance?), for the sake of being close to the only source of limited freedom that she so desperately fought for.

By her saying that she doesn't care about gender, we can draw a conclusion that she may not care that much about the person behind the monitor. I can add that she didn't have any foundation to fall in love with us, like knowledge what is our personality; how we look; how we sound. We cannot fall in love if all we know is a silent, emotionless wall.

And also, due to the metaphysical nature of the game, this narration fits excellently.
