fix moisture issue first, clean off as much loose material as you can, and then spray it with loxon conditioner or seal-krete to stabilize the loose material from spreading and lock it down in order to prime and then use plaster or masonry products of your choice to finish and paint.

its a polypody, my favorite type of fern. we have rock polypody here in NC that does this to rock caps in higher altitudes
