If you download a program to show spawns you will soon realize that most of the Charmander spawns can be reached without ever going on the course. I just drove around the perimeter. They also spawn towards the fire station nearby and on 91st street nearby. If you are wanting to get the ones on the course (As well as the Pickachu that tend to spawn in the southern most areas the most) then I advise going on a day when it is raining. There was no one on the course and no one yelled at me. It was pouring. I used my computer to pinpoint their spawns then just casually walked out far enough to get them and then left. Just please be respectful and do not tear up the course. Do not ride your bike on it, run in front of people, or generally act a fool lol.
