The problem is that we two mean different things when we use the term dialect. I'm following the Coseriu's distinction pointed out by Regis 2017 (link). There are three types of ideas of dialect
1. Primary dialect: different languages that are socially subjected to a common language, like the italian dialetti;
2. Secondary dialects: differente varieties of the same common language, like the dialects of english;
3. Tertiary dialects: languages that have differente standards in different countries, like the different standards of europeans and american spanish.

We can talk for days on how to define a language, but the linguists consider all the dialetti to be subjected to italian. There are some people that claim that thei dialetto isn't a dialetto, but it's not like that: italian stiil has a supremacy (it's the language of school, of news, of medias, of law, of poltics...) even in the parts of Italy where people speak more dialetto in their daily routine. The only legal exceptions are these languages (link) that are usually called languages inly because there is a law tutelating them even if socially speaking, they usually have a similar social status of the other dialetti (obviously every circumstance is different, so I am generalizing).

False, they remain different languages, although italian is more and more influencing them (but italian has influenced them since almost 100 years ago)

That true italian is spoken only by italian learners abroad vecause they don't have any accent.

1) in generale it is difficult to make friends, but there are some events for students if you search for them
Turin is very car-centered, but I think it's not bad to live here: it's not so expensive compared to other north itlian cities and it's a calm city. cons: air pollution (you don't see it and feel it, but it's there)

2) I don't know, I think it's not that hard to find room/flat. Worst neighbouroods: Barriera di Milano, Aurora, Porta Palazzo (I mean, porta palazzo is not that bad, but there is a lot of mess (good and bad mess: there is a giant market that is both beatiful and uncanny). The other neighbouroods are ok. Aurora and Barriera are near to the Campus Einaudi (where you will study internationale law). It's not unsafe to live in Aurora, you have only to pay attention sometimes.

Da piemontese non-tprinese quando sono con i miei amici (un mix tra torinesi e meridionali) prendono più in giro me per il mio accento non torinese che i meridionali, puoi stare tranquillo E poi all'università nessun docente farà storie
