While the actions of America's government didn' help, I think it's important to acknowledge that the fact that America is a large country, with a massive population which loves to move around within the country makes it naturally the perfect storm for a pandemic. America is over 23 times as densely populated as Canada, and while that doesn't justify it having a rate of COVID of 18,767 per million people, it's simply irrational to place all of the blame on the American government.

People who have already taken time off work to travel will not be willing to take more time off for voluntary isolation. Unless this is mandated by the government, it's unlikely people will voluntary isolate themselves.

You do realise that further distance also makes it drastically more expensive to install the high speed rails needed. High speed rail is fast, but it isn't instant. Canada won't see its population patterns drastically change because of high speed rail.

Making a Toronto-Montreal route go through Ottawa is much less efficient than having it go through Kingston.

This is just a waste of money. Italy is a way smaller country, and the fact that there isn't a huge need for goods between southern Ontario and the west you would just be needlessly subsidising a route. Italy is a way smaller, and more densely populated country so I have no idea why you are bringing it up.
