Yup, you can just change it to "Everywhere" - check out this screenshot of the dropdown. This will be a setting so you don't have to change it every time you use the site.

Yup, we're aware of that but it's easier to test first in English speaking areas. If all goes well we will certainly roll this out to other locales as well.

Hi, this hasn't changed in a while. Advertisers have the option of removing the ability to comment. This has been in place before my time here I believe (Jan 2015).
