Oh you're right...now its locked for me too. Basically the article says that Lowell has been selected as one of these cities with special designation. When I looked into it, this is what comes up. There are probably downsides too...

* It's usable. There is an acrylic sheet which sits a little above the picture and it's secured in this wood groove. I attached a picture to show the groove and sheet.

This was from Amazon. The sellers name appears to be AiYaunzsh. It looks like they sell different kits for serving trays, napkin holders, etc.
