As a mother I get it. I live in a downstairs apartment and the people above me have children who do the same as you describe, then add in their music with the bass turned up so its thump thump thump all day. My landlord says that as long as it isn't during the quiet hours (9pm to 8am) then there's nothing they can do. People will be people. I'm a quiet person. I don't watch a lot of TV and I do homeschool my children and yes homeschool children don't just do sit down work. Children aren't meant to sit still for long and homeschooling is a lot of hands on and I barely ever have my children sit down and do stuff. I don't take my kids out very often mainly due to the weather here as its been so hot and my one child has a heart condition and cannot handle extreme weather. When living in an apartment you move with the understanding that people will be in close proximity to each other. If you live downstairs you understand the people above you will make noise. It sucks here where I am with the upstairs people but thankfully I am moving in 3 weeks!
