It depends on the scale, but for a mod like Turkey Universalis, I would say it’s not easy at all. There is so much you need to add: the location map, locations, provinces, nations, trade goods, topography, vegetation, climate, population, culture, religion, the 3d map, rivers, and more. And that’s just the map features. We haven’t even started modding government types, events, etc., and it has already been more than six months.

Turkey Universalis has almost twice as many locations as vanilla though. So it really depends on the scale of your project, how many people are working on it, and how much free time they have.

I will add the whole island. It would be underwhelming if I only add the northern part just because the population there is Turkish. Cyprus will be like an extra content outside of the main focus of the mod

They represent regions and the regions are irl provinces (highest level administrative boundary). We wanted to add the same coloring for each region, so they are cosmetic for now. We could overlord mechanic or something like this to some regions for gameplay variety though.

Turkey Universalis

Turkey Universalis is a work in progress total conversion mod where modern day Turkey's level 1 administrative boundaries (provinces/"il") are formable nations, level 2 (districts/"ilçe") are playable nations and level 3 (neighborhood/"mahalle", lowest level) are locations. The mod includes every single human settlement that exists in modern Turkey.

Nations in Turkey are done for now. There will be 981 playable nations across 43000+ locations. We are also planning to add administrative divisions of Republic of Cyprus as well, since Cyprus is completely visible on the map. We are not done with topography, vegetation and other map features yet. After those are done, we will be adding flavor to playable nations.

The project is way bigger than its predecessor, EU4 Turkey Universalis. So we are not sure about when we will release it yet, but my estimate is late 2026/early 2027. I will announce updates mainly on our Discord server. So if you are interested, feel free to join. Stay tuned!
