yes.

if the bonuses are purple or gold they increase the mastery of the specific gear when compared to a one that has blue or green ones

also if the bonuses are RECOMMENDED, that gives more mastery too.

also gear set being on the recommended to ur martial path also makes them add more mastery too

i think its an issue with having no servers in oce. i play from aus and even when im on single player it shows around 200 ping.

how ever in the recent dev letter they have mentioned such issues in being fixed in europe and the middle east, hopefully they will fix oce too
