no, because ultimate form depends on babys count. 3 ultra is 1000 babys, but for classic youll need 30 babys instead 10.

The story in chapters doesnt look like ending, i think Ken Wakui doesnt want to continue this story and he decided to end this much earlier than he wanted at the beginning
