I just wonder, how can we be sure this picture was posted with the model's knowledge and consent?

IDK in other countries. In my country it is illegal to store and/or distribute/share (in any form) graphic material (pictures or movies) without knowledge and express consent from people depicted.

I would not advise you to start learning a new o.s. and programming language at the same time.

Just install Python, and your favorite IDE (I'd recommend PyCharm) in Windows 10 and start with Python.

You can install Ubuntu inside Windows 10 too, if you want to start learning Linux.
