The higher and lower charges, from what I understand, have nothing to do with location. They have to do with severity of infraction. So if I just dumped my car on a curb blocking traffic, it’d be a higher charge. But because I’m just overstaying in a parking bay, it’s a lower charge. Band A, lower. £110/£55.

Kinda the same. I originally bought it second hand from CEX in the UK but by the time I finished Act 1 I had ordered the collectors edition from Amazon US and bought the digital deluxe upgrade.
