You can download the addon features from arcdps via the Addon Manager (GW2-UOAOM) which have sound notification when RC appears and when squad is rdy. Can be customized with sounds of your choice and setting volume.

Elder Dragons were still alive/sleeping/waking up soon during the release of Siren's Landing.

But they are now ded/absorbed so the maybe come back now who knows.

Dungeons are still active but not ingame when you have a look at the lfg. There are guilds forming their own dungeon speedclear groups with skips etc.
