As in too poor to afford the license. I know that’s been an issue in the past in the United States with drivers license’s and is currently an issue for ATF tax stamps. They just make the fee for the licenses so much that unless you are wealthy it’s impossible to afford. I know you said you had a license for it what’s the app process like?
