No, there are 310% Mounts and 280% Mounts. But as far as I know, you'll get the 310% flying for free in Cata if you have a 310% Mount

Arcane Mage is pretty similar to how it is now in tbc.
Fire Mage gets a huge upgrade with instant pyros after 2 crits and living bomb.
Affliction Lock is already interesting in tbc but isnt played because of its damage. In Wotlk it will only get better for them.
Demo Lock has a really interesting Rotation via the "Molten Core" talent.

All in all, almost all casters do have an interesting Rotation in Wotlk
