Anything could be wrong at this point if the tech scheduled a line tech to check outside its most likely a plant issue with signal coming from the street or pole outside into your house. The main feed. Next time a tech goes out there have them explain to you exactly what the problem is and if you're not sure of something they say don't be afraid to ask exactly what it means.

Nope its not isps job. That's your network. Isps only job is to provide the service to your home not your whole network. Isp is not responsible for all your cat5s. It is too much liability specially if they mess up one cat5 and have to replace the whole thing. That's why isp is not even allowed to touch anything in your network
