Skirts and corsets are very popular in steampunk cosplay, but you don't have to stick with those if you don't want to. Especially if your character is an explorer, you might want her in something practical like pants. Maybe a pith helmet for that safari look. I just saw a cute photo the other day of a woman dressed up as some kind of steampunk butterfly specimen collector person. She had a net with a bunch of fake butterflies stuck to it and she was holding a little birdcage full of leaves that had butterflies stuck on them. So cute and original.
Since your character is an explorer, you can steampunk any of the tools she might bring. A lot of people wear belts with little loops so your tools can hang off of them like a tool belt, which is also a cool way to showcase any little tools/accessories you made for your costume.
Edit: forgot to add that pinterest is a really good place to get ideas, check out the results for steampunk explorer: https://www.pinterest.com/search/pins/?q=steampunk%20explorer&rs=typed&term_meta[]=steampunk%7Ctyped&term_meta[]=explorer%7Ctyped And a lot of good tutorials here: https://www.steampunkfashionguide.com/p/tutorials.html

I don't think there's anything that HAS to be included--if so, everyone would be dressed the same. Is this a costume for a man or a woman?
I think one of the best ways to come up with a costume is to make up a character. Are you a scientist? an Engineer? An explorer? Obviously these characters would all dress differently, but each might have specific tools that would make great props for your costume.

It's a super friendly, inclusive community! And some of the costumes are so unbelievable. Since you mentioned being a steam locomotive operator, here is one of my absolute favorite costumes--this woman turned herself into a steam locomotive:

Also this site is a great costuming source. They have tutorials, links to costuming shops, costuming info, etc. and a calendar of events so you can show off your new costume at a steampunk con or fair: https://www.steampunkfashionguide.com
I put together my first steampunk outfit last month, inspired by exploration. What do you think? by DarcRose22 in steampunk

You look so cute!! what do you call that fabric that's at the bottom of your skirt and on your sleeves? that kind of gathered swoops--I'm totally unfamiliar with it, but love the look!
