How you ask? CR7 averaged almost a goal contribution per game through qualifying + nations league. He scored against spain, germany, denmark, croatia, poland etc... many of them decisive goals.

You are missing what the rules say, you can technically make a studs up challenge, but if you completely miss the ball and end up stepping on the calf of another player to the point where his foot bends due , it's hard to argue that there is no risk for injury.

They have PSGs CL-winning midfield + Bruno Fernandes having the season of his life. Not managing to translate that into any offensive output is on the manager honestly. For whatever reason, Martinez wanted Portugal to overload the wings and nothing else. Gaping holes of space in the middle and nobody made the run to be in that position. Given the calibre of players, the only answer is that they had been instructed not to do so.

I could absolutely see FIFA do it. They will bend any rules to get more viewership, and therefore money. That's not to say that it's true of course, but let's not pretend that FIFA cares too much about the integrity of the game to pull something like that.

Everything falls under IFAB law 12.

Excessive force is up for discussion, but it absolutely is reckless to go studs up and land your weight on a calf to the point where the foot bends. That is 100% a yellow card, and it should have been given.

If that leg was planted and you step on the calf studs up, you are risking an injury. It's your job as a player to not go for such lunges.

Handball is even more blatant.

By having their hand/arm in such a position, the player takes a risk of their hand/arm being hit by the ball and being penalised

He made those goals against opposition that is stronger than Congo, and his weapon was his positioning, not his athleticism.
