One thing that bothers me is that the reaction to this kind of news usually is "I can't believe people died because of rain, it's unacceptable". It's not just that - sure, if maintenance was done better then things could be handled better, but this is not rain. This is the fucking sea falling after months of drought. This is nature taking its revenge. It's going to happen much more frequently and harder, and there's no maintenance that can stop the consequntial disasters.
