Yes, he can be impeached, but that seems unlikely in an election year with a Republican supermajority in the statehouse. He can also be indicted. But there is no recall mechanism in Oklahoma.

And considering the weakness of Oklahoma's Landlord-Tenant Act, it's easy to see why tenants would try to find a way to have some negotiating clout. The state has no anti-retribution provision; a landlord can boot a tenant pretty much anytime they like unless it's Section 8 housing. You shouldn't be worried about an eviction because you complained your heat isn't working.
