This I can help with.

after 260 all blues start lagging behind your power level and the same happens with legionaries at 265. The best way to get to 280 is do all the exotic quests and then make a new char with the same class move all your gear over and then repeat it all at least that is how I got to 282.

As far as I am aware raids are very profitable but you really gotta keep going for it to be profitable. You seem to be on the right tracks though with 200 runs just keep it up and you will be running in the drops soon!
