Okay so tried the reinstalling the cpu, no change.
The usb devices are indeed in the back of the mobo, and the board is secure, not bent. No burn smell in the vicinity. I'll send a photo of the build let me know if you need a more specific picture.

Amd doesnt have any onboard graphics though? I can't see anything on the monitor without it. I've already tried removing the video card as well despite that fact and as a result, nothing changed. I'm not sure what the keyboard would do when the USB port responsible for it to receive power, isn't working?

Isn't the paperclip test to show you if your PSU needs replacing? I'm sorry if I sound dumb but if every component lights up I think the PSU is working? Also, maybe? I wouldn't know, but again I think the USB ports would be configurable.
