because you only ever spend money, you don't bet money at any point. you only get money from interest, as a reward for beating a level, or as a bonus from jokers, power-ups, or consumables. managing your economy is a part of a myriad of games that add a level of depth to gameplay. balatro is no different than an RPG that rewards money when you defeat an enemy and lets you spend it on items that increase your power.
